In late 1941 the U.S. island of Oahu, site of the Pearl Harbor fleet base, should have been exceptionally safe from attack. Nowhere on earth was there a greater concentration of defense forces in one place. Its two top commanders, Admiral Kimmel and General Short, had been told to prepare especially against air attack.
