How kind of drjd to remind me of that inimitable comedy series, Yes, Minister, written by the unforgettable Anthony Jay and Jonathon Lynn. The five stage civil service stalling technique:

1. The administration is very new and there's lots of things to be getting on with.
2. Something ought to be done, but is this the right way to achieve it?
3. This is not the right time for all sorts of reasons.
4. The policy has run into difficulties... technical, political, legal.
5. We're getting very close to the run up to the next General Election and are you sure you can get this policy through?

I'm delighted to be able to assure you all that this is the right way to achieve my objective, and this is the right time, and I see no possible difficulty, and since my term as winner is about to start, I'm sure I can get this win through.
