Well, who knows how Lab126 goes about things, but LEDs are very fast to turn on and off. Many devices control LED brightness with PWM and even 45 years ago HP pocket calculators had single line red 7 segment LED displays that only lit 1 segment at a time to save power. That is about 1% duty cycle for each segment. Most people saw a steady display, but some could see the flicker.
