I just saw a Verizon prepaid Moto E4 16GB at Walmart for $40. If you pull out the SIM you can bypass the Verizon activation and use it on WiFi.
If you want to use it with another cell service, there are a bunch of sellers on eBay selling unlock codes for a couple of bucks.
From what I read, the Verizon version isn't likely to get the bootloader unlocked. If you love root beer, and want your devices rooted as well, look elsewhere.
