If you have multiple Kindles on your account, when you choose "Download to computer" you will then be prompted to select a Kindle that you want to transfer (using usb) that file to. That prompt doesn't appear if you only have 1 Kindle registered.

As folks have already said, each Kindle requires a new encryption (or DRM-free )
