I could be mis-remembering, but I thought one of them (maybe Random House) only makes backlist (older than 6 months) available at libraries.

So they get there eventually, but not when they're immediately released.

I definitely could be wrong - or it could have been true years ago, but not today. It's just a dim bell of a memory.
