Sorry I didn't see these replies until now. I uninstalled both installations, removed all settings in my Users folder, restarted, reinstalled, pointed to the library in Dropbox. Library now synced again. (@DoctorOhh if I gave you or anyone else the impression it was a Dropbox issue my apologies, my Dropbox is solid. No issues there)
But @kovidgoyal I can't get my reading progress to sync again. I was reading on PC A this weekend, now I open up the same book on PC B today and it opens from page one.
