Sorry for not responding earlier.

Win8.1 & 10 had issues with laptops and adb. The way I normally did things:
-Click start menu
-enter settings
-click update & security
-Click recovery
-click 'restart now'
-After the circling dots thing it asks you to choose an option on a blue screen. Select troubleshoot, then advanced options
-Click Startup Settings, then restart. It'll reboot and give you a menu.
-Type the number beside 'disable driver signature enforecement'
-Once it finishes booting install the drivers that come with the mfgtool2 package

Normally I put my device into the developer mode but I don't plug it into the system until after I have started mfgtool2. It usually shows up quickly and doesn't take long to do the update.

Mfgtool2, at least in the past, includes both firmware and driver.

If play store is your issue you can also try googling 'gapps 4.0.4' or 'gapps ics'. You might be able to just install google's apps, but you'd probably have to do it via adb anyway, so you'd have to install the drivers. I'm not sure if there's an apk package you can just install.
