The type A USB is not limited to 1.5A. Just look at an iPad that uses 2 Amp (10 watts) and has for years (2010). Wall chargers can offer even more current if they need to. Power for many laptops now is USB compatible connectors at both ends particularly for 2-in-1s. The limit you are talking about is for computers supplying power, not for wall chargers.
Here is the definitive approval for wall chargers. You are right in that really high current, up around 30 watts or more will usually has type C.
