I haven't heard of Amazon doing that but I remember Barnes and Noble selling ebooks, long before e-ink was a thing. They had a reader for the PC and probably for the Mac and it was needed to download their books. And you could only read them on the PC you downloaded them to.

Then they decided to get out of the business and they announced we had 30 days to make sure all our books were downloaded and they were shutting down their website.

I downloaded my books and 2 or 3 months later I got a new PC but the app was no longer available so the books weren't readable. I personally didn't lose that much; maybe a dozen books and I'd already read them. A lot of people lost a lot more. I learned and important lesson from that.
