Facetious answer: as often as the ruling political party wants party funds.

Not sure the real answer, but I think lists are announced twice a year (New Year's Honours and Birthday Honours (the monarch's birthday)). I think they are conferred (i.e. an 80+ year old woman of German extraction waves a sword around your head) in small batches throughout the year (perhaps every month?).
