If you can somehow find one at 399 then I'd say buy it now. This way your friend can also test it for a while and make sure that everything is ok. Defects are rare but they do happen.
You should also check with Sony and make sure that the warranty is valid in Germany. Sony devices bought here are branded for Canada. Some companies won't honor warranties unless they were bought in the region where you live.
