Openwith in Library view is back, but offers only:
Adobe Reader & FB Reader
I guess it is only using the extension.cfg on the hidden partition and not on the accessable one.
Edit: Ups I was wrong, that form of "Open with" existed before too. Guess I hoped for it too much.
