OK I just realized that there is the flow mode that is enabled by the button in the top right corner.
Now the scrolling is working but only by mouse wheel, can I scroll using arrows as well?

I figured out that arrows weren't working because previously I set the arrow scroll amount too low (5%).
I guess case is closed
