If you mean the Kobo Start Menu (KSM8) there is a thread in the Kobo Developer's Corner, that the author (tshering) maintains.

He has a neat "Autoselect function in KSM. You might be able to use that.

KOReader has an "Automatically restore Wi-Fi connection after resume" option on the Network menu.
