It does have valid use cases, there's a lot of books with occasional full page images and things, kids books, biographies with photo inserts, etc. Even if it was just to get rid of the margins readers like to put every where. But I guess nobody feels the need to implement it.
Oh, believe me. I WISH it were supported. I have clients that would kiss my (insert anatomy part here) if I could, but...them's the berries, as somebody or other says.

I'd love it because we could make reflowable books with fixed elements, which would solve about 95% of all use cases.
