Yea, doesn't really seem like it. But the idpf does give examples of this on their page about fixed layouts. Examples 3 & 5 are exactly this. So in theory epub 3 readers should support it.

It does have valid use cases, there's a lot of books with occasional full page images and things, kids books, biographies with photo inserts, etc. Even if it was just to get rid of the margins readers like to put every where. But I guess nobody feels the need to implement it.
