It's certainly true for UK keyboards, which have "Alt" to the left of the space bar, and "AltGr" to the right of the space bar. For example, on my UK keyboard, I get the Euro symbol, "€", by pressing "AltGr + 4". I get the same symbol if I press "Ctrl + Alt + 4". Same for the other "AltGr" characters.
