Plug an iPad into a standard USB charger and it'll say "not charging". It is, in fact, trickle charging and will gain a few percentage points charge in an hour, but it's very slow.
As long as the charger can output at least 2.1A, it will do for an iPad. Though 2.4A is preferable.
