Are you 100% positive you had the hotspot set to a create 2.4Ghz hotspot? Kindle's don't have support for 5Ghz hotspots. My phone at least likes to default to 5Ghz. Those can't be see by the Kindle.

My Kindle has had trouble connecting to 2.4Ghz networks in overcrowded locates but never has it not seen the access point.
