I know it was a restaurant, how do you know they didn't have it restricted? They do not announce that. Unless you are the IT guy or in management there, you don't know what they do.
Let's see, you are using the kindle in ways not originally intended.
You are trying to use it in places that you don't know the restrictions on the bandwidth.
Rather than using the free wifi, you attempted to use your phone in some unknown manner as a hotspot. Knowing how you tried to turn the phone into a hotspot might help us troubleshoot.
Take the darn things to breakfast at McDonalds and test there.
