192.168.2.101 is the ip of the Kobo device. For the adapter on the pc you have to take a different one. The post "Windows 10 signed RNDIS driver for USBNetwork" proposes to "assign a static IP such as 192.168.15.1." This is for the kindle, for the kobo this might to translate to "assign a static IP such as 192.168.2.1." I think I have 192.168.2.100, but I am not certain about this (I am again in the office). Anyway I would try this one or some other that starts with "192.168.2.", except of 192.168.2.101.
