Put it on a known good wall charger using a known good USB cable.
Leave it there at least 24 hours.

Since the charger is partially controlled by firmware, and the firmware is not operating properly, we can not expect the light to be operating properly either.
So do not count on any external changes.
Put it on the known good charger, with the known good cable, assume that it is being recharged at the slowest possible rate (the default) which == at least 24 hours.
