It's not only when you power down, a USB connection (say to Calibre) will also trigger it when you disconnect.

I've removed the microSD card for now and plan to upgrade the main memory card to compensate for the reduced storage.

A bit of judicious management of what books are stored where using Calibre should also reduce the problem for now till Kobo swing into action and get a fix out. If I'm reading davidfor's comments correctly if there are no kepubs (only epubs and PDFs say) on the external card there won't be the re-scan.

Downgrading to 4.4.9344 is not the best of ideas as you will then get the problem back with the light not going off when the device goes to sleep.
