I had the same experience with Fairfax. I think most of the US libraries seem to use the same payment gateway. I emailed the library who tried but were unable to help. I was on the verge of giving up and trying to organise some other alternative when I stumbled upon the answer.

The form asks for an address. Rather than completing the full address I tried just putting the suburb and the postcode and the payment finally went through. Give it a try. I would be interested if this works for you.
