Children's books and comics use a fixed layout format that can enable the features you describe. Details of how to produce these are found in the
Amazon Kindle Publishing Guidelines.

That feature is called
Page Flip and is only enabled for books in KFX format.
I recommend asking further questions of this type in the main Kindle user's forum.
