For others, the shelf is so that things can be inspected prior to flushing. It is supposed to help you keep track of your intestinal health better. I'm not going into more detail.
If anyone really wants to see what the shelf is search for "german toilet" but remember, you are looking for toilet pictures on the internet... be careful.
