No its not possible the way you cant use Nvidia drivers to run Amd graphics card in the same way you cant do that. Unless you can find a device that has the same exact chip and has a working version of OpenGL 2.0 or more and can reverse engineer for your device. My guess is that the device hardware does not support higher version of opengl as opengl 2.0 has been supported since android froyo (2.2). So if it not available with android 4 on your device the device is not capable of running OpenGL 2.0.
