Sorry, it's updates to Android. Basically what happens is there are two system partitions which means two times the space needed for the OS. This partitioning is not required for the different manufacturers, but since it's possible you should count on losing space.
Edit: I'm currently using a Moto G4 plus, and it lists 9.49 gb used for Android OS.
