This isn't really a big deal with HarperCollins, as they already license their books on a per-checkout basis...the only difference is the library has to pay in groups of 26 checkouts.
To be the most library friendly, every publisher needs to have these "rental" licenses, plus a more expensive perpetual license. This would allow the library to buy a lot of the rental type at first release, and much more limited number of the perpetual version.
