Believe it or not, from time to time I use Mobipocket Creator Publisher Edition to convert from pdf to html, after cropping headers and footers with Briss. Mobipocket Creator PE works under Windows 7.
Of course you need a lot of work to turn the html output into something usable as input to Sigil.
I once also converted a pdf that contained the tables of available motor vehicles in my country (with make, model, version, etc.) and used the xml output format. After some extensive regex I was able to extract all the information for use in a repair budget app I was making for a friend who works for an insurance company...
