It is open source code, you can convert the package to a compressed archive with KindleTool and then examine all parts of the contents.
Once upon a time, a long time ago, Kindles recognized a key name file at the top of USB storage:
ENABLE_DIAGS
And the next time they booted, they booted the 'diags' system rather than the 'main' system (Series 5 Kindles are dual-boot).
RP, the rescue pack restores that functionality and also installs a ssh server in the 'diags' system (something that was once a standard part of the 'diags' system).
This gives the user a chance to recover the Kindle from most causes of 'failure to operate' conditions.
