Regarding office people stealing items from others desks. Long ago and far away, the engineering office where I worked had a somewhat identical issue. In this case, it was the head engineer who was the culprit.

The regular guys out in the office floor kept a dish full of those pink peppermints for folks to help themselves to. One would usually grab one or two when going by the chap's desk. Once in a while, someone would come in with a replacement bag to keep the supply up. Except for the head engineer. He would actually make a special trip out to the dish, grab a handful and head back to his office. This was starting to get on their nerves, so a plan was hatched by the originator of the candy supply.

One day, he came in and replenished the supply. He then told the rest of the crew not to take any peppermints. He next instructed the staff that when the manager eventually came out to help himself, that they should do whatever they can to keep him busy and just watch. What the chap did was replace the mints with those pink wafers that one uses to clean false teeth. Can't remember the brand name right off hand.

Sure enough, the manager came out, grabbed a small handful right after popping 2 into his mouth. Apparently, it only took a few seconds for him to realize he didn't have mints in his mouth. That's when one guy came over to get an issue corrected that only he could authorize. The second one came over to get a handful of signatures on some work orders or something. All the time, they could see his eyes start to tear up, and, by the time he could actually get away from the crew, one could see really teeny pink bubbles creeping out of the edges of each side of his mouth.

That was the last time he helped himself to anything in the office.
