They can be returned whenever a user wants to through the OverDrive app, just like MP3 audiobooks can. Of course this can be a bit clunky for someone downloading the ePub file to a PC and sideloading it to a device as they'd have to also at some point download it to the OD app just for the purpose of returning early so I suspect most users who are sideloading and not just using the app or the Kindle version just let the loan expire on its own.
FWIW my local library offers 3,607 books in open ePub while offering 117,550 with Adobe DRM.
