Nope.
3G works fine with a Kindle Touch (K5, KT5) also in an area without (known) Wifi.
I had to test that just recently.
And the K5(SO) device sitting next to me (with only 3G connectivity) has been updating its ads for the past three weeks just fine.
So you can "Open 3G"
There have been limitations put on 3G usage with models newer than the K3.
