I don't have the "iOS reader applications" plugin installed. Is it just the presence of the .zip file that causes the install failure ?

UPDATE: yes, even though the plugin is NOT installed, just removing the files in Appdata\Roaming\Calibre solved this problem. I was able to successfully install and run 3.1.1
