I have exactly the same problem trying to install Calibre 3.1.1 portable on my Windows 10 Pro system. I deleted the 'calibre' folder from within the calibre portable folder and tried again but that did not help. The Calibre Portable folder (sand its contents) is excluded in my anti-virus so that should not be interfering!
