I tried the link myself. I found the wording of the popup to be ambiguous. Here's what it said:

Well, am I eligible or not? I guess that I'll have to contact them to find out.
I am definitely interested in their offer. The only thing that has kept me from being a full member heretofore is that the price of full membership was a little bit more expensive than I wanted to pay.
I'll pass along what I find out, which information I suppose would be applicable to all other InactiveLighters.
