I've worked on over a thousand Kindles. Many will recharge off of a wall charger, but there are some that have only started charging when connected to a computer USB port. If I have one that won't light up the charge indicator light while on a wall charger, then I will try another reboot and put it on a computer for a while. If the charge light then comes on, I'll leave it on the computer for a while before moving it to a faster wall charger. If neither works then I open it and test the battery. Any battery found with 0.0 Volts on the outer 2 pins has completely failed and needs replacement.
