When you sign out of your account in the Cloud Reader, downloaded books are removed. Signing out of the account isn't the same as being "offline." The computer in a public place like a library is always "online."

I just used the Cloud Reader in Safari on my iPad. When I signed out of my account in the Cloud Reader, the downloaded book was removed.

I downloaded it again, and turned off the wifi on my iPad. The book remained in the Cloud Reader. That is offline reading. It's not "signed out Reading."

A book from Amazon can't remain downloaded to a public computer if the account is signed out. It would break the TOS with Amazon. It would also make it very easy to share books illegally.
