If you are in Aeroplane mode, clicking on 'Set Up Your Kindle' is a monkey trap: it gives you only one option -- turn off Aeroplane mode. There is absolutely no way to back out or choose "later".
Only option I could see was 1) power off 2) turn off router.
If I ever get stuck in the damn thing again I'll delete it.

You just didn't go far enough to find the egress.
It will only connect as soon as you turn off airplane mode if you have previously setup Wifi access - but in that case, you would not be getting the "Setup Your Kindle" choice.
So turn off Aeroplane mode -
The Kindle will search for access points -
It will list those found, and ask permission to connect to one of them (which if more than one, you have to select) -
At that panel, there is an option to "Complete Setup Later" -
Pick that one.
Then keep finger away from "setup your Kindle" selection until you are ready to do that dance again.
