I had that banner last week, and took screenshots of both it and the popup saying it had expired. I contacted Google Play customer service via chat, explained everything, and was on the chat waiting for over 30 minutes while the CS rep relayed the info between me and her "specialists". It's bad enough that I had to wait for 30 minutes, but the rep took the term "chat" literally, and kept asking annoying questions that had nothing to do with the matter at hand (what kind of books do I like to read, what food do I like, do I like Indian food, etc.)

The ultimate verdict was "Tough Luck, Sucker!". The "specialists" said the offer had expired, and I should try to redeem them more promptly in the future! I told the rep they shouldn't be advertising expired offers, and she said she would pass on my concerns to her "specialists".
