In the United States, so long as all members of the same class are charged the same, there are no legal repercussions.
EG: A store advertising a "Military Discount", with the condition being that one had to show military ID, then there are no legal issues. Declining a "Military Discount" to a member of a foreign military who presents their foreign military ID, you'll have a problem, because the advertising neither states "United States Military Only", nor disclaims military of other countries.
