Walmart is a B&M store that has some of the lowest prices on food. People shop there because of that.
All you can get on SNAP is food items and seeds for edible plants. What do they hope to achieve?

Maybe some people on SNAP are disabled, don't have a car, or otherwise find it hard to go to a store?
Or possibly, they are sharing someone else's Prime account, like a friend or family member?
