@GregBell - how about adding the following steps at the end of your workflow?
Save as DOCX in LO Writer
Open DOCX in Word
Save as PDF in Word
Close Word
Delete DOCX
I doubt any of Word's save as HTML options are significantly better than LO Writer options, if anything, they're more likely to be worse. But, in the context of producing ePubs, the option usually mentioned is Filtered HTML.
