Not exactly. It used to go back up to 1%, but if you waited a few seconds, it would then jump back down to zero, without further input. Really annoying and confusing behaviour. This is no longer the case. If it worked how you claimed (requiring a double swipe to go to zero), that wouldn't be so bad. This video shows the old 4.3.xxxx behaviour.

It had the opposite effect for me. I was trying to set my brightess to a very low level for night reading, and so I'd reduce it to what I thought was 1% or so. Start reading, and a few seconds later the screen would go dark.
The way it works now is much better for my use, at least. I really hope they don't change it. At the very least, I hope they don't go back to the 4.3.xxx behaviour - I found it seriously annoying.
