From the reports I have read, Amazon/Lab126 has been having problems getting their Device <-> Cloud system working.
They seem to be trying to make it 'transparent' without much luck (yet).
If it was working as Amazon intended, you shouldn't have to 'sync' it (it would check itself for you).
And even if that did not happen, a 'sync' operation manually trigger should do the job.
You certainly should not have to restart the device to make the collection to appear.
Let me see if I have this correct now -
Locally, on Kindle, assign a book to a new collection :: Problems
Remotely, on "Manage Device and Collections", do the same thing :: No Problems, other than having to restart the device to get it to sync with the new cloud-side information.
PS: CM has been updated for 5.8.9 but not (yet) for 5.8.9.2
