Not that I know of. But if you import books into an Intake library, then you could select all the books and use Bulk Metadata Edit to remove all tags from the books - viz

You would then use the Copy to library (delete after copy) feature to copy the books to the Tagret library. By default that feature is in the book list context menu.

Some users, me included, adopt this approach to get the correct values for all the metadata columns they regard as important before copying to the Target library.

I also use the Find Duplicates plugin's Find library duplicates feature to search for duplicates between the Intake and Target library before I do the copy.
