You can travel to other countries just changing your account address, as others have said, but you can have a little trouble if you run into any problems and have to ask for a refund. I have experienced some problems to buy books when I had credit in my Kobo account and switched countries. So my advice would be to have two accounts, one for each country. You don't need different credit cards (though I recommend Paypal to avoid credit exchange taxes) or Adobe accounts, you can use the same Adobe ID for both accounts.
It's a bit inconvenience as you have to sideloaded the books from one of the accounts, if you like to take advantage of Kobo synchronizing your books.
