Yes, this is a perfect example of the scenario I was referring to. If the book you borrowed on device isn't EXACTLY the same as what Kobo has, they can't (I assume due to licensing restrictions) deliver it to you. The books you borrow on device are served up from Kobo as a kepub rather than directly from Overdrive so there can be a difference in availability.

EDIT TO ADD: I should clarify that I keep referring to books borrowed on device, but technically what I've been saying also applies if you borrow it on your computer and are just syncing it to the device (rather than sideloading it with ADE) as in graycyn's example.
